Disposal of Expired Pharmaceuticals in Dubai: A Complete Guide

At Dotless Hazardous Waste Collection & Transport, we pride ourselves on being Dubai Municipality approved experts in the proper collection, transport, and disposal of hazardous and pharmaceutical waste. As part of our commitment to supporting medical facilities across the UAE, we aim to simplify the process of disposing of Controlled Drugs (CD), Semi-Controlled Drugs (SCD), and expired pharmaceuticals, in line with Dubai Health Authority (DHA) regulations.

This blog will walk you through the updated protocols and procedures regarding the disposal and transfer of medications, based on the latest guidelines from the National Platform for Controlled Medications (NPCM).

Important Note on Medication Disposal

Before initiating any disposal, please remember:

Only POM (Prescription-Only Medicines) should be submitted for general disposal.

The disposal of Controlled Drugs (CD) and Semi-Controlled Drugs (SCD) must be applied through the NPCM Portal.

Updated Processes: What You Need to Know

1. Medication Disposal (CD, SCD, and Expired Drugs)

To dispose of medications, follow these steps:

  • Log in to the NPCM Inventory Management System
  • Apply for an Expiry Request (EXP) and select the expired items from your dashboard inventory.
  • The Drug Control Inspection Team will conduct a field or online inspection to audit and approve your request.
  • Once approved, you’ll receive a notification via your registered facility email.
  • A printable copy of the approval will be available in your NPCM dashboard.

Note: CD & SCD medications must only be handled through this controlled process.

2. Medication Transfer Requests

If your facility needs to transfer controlled medications, here’s the correct procedure:

  • Apply for a transfer type through the NPCM platform.
  • The Drug Control Team may conduct an inspection.
  • Once reviewed, you’ll receive an approval notification.

3. Emergency Medication Purchases

For emergency scenarios:

  • You can coordinate Dotless Medical Waste management directly for guidance.
  • The providing facility must apply for an external transfer (MII – transfer to facilities) on NPCM.
  • Attach all supporting internal communication to your application.

Applications without documentation will be rejected.

Purchasing General Medications

Good news! Facilities can purchase POM and general medications directly from local suppliers or DHA-registered private hospitals without prior approval.

However, always consult Drug Control for:

  • Narcotics
  • Non-registered drugs
